The photo was taken in early spring, the girl was crossing the I river, there is no bridge between the Left and Right Banks.
During the summer the ferry connects the L & R banks, while in the winter, when the water is frozen, people and cars can move on an ice-road, but between these periods of time the city builds a temporary wooden bridge.
